Recombination — novel design from the graph (beyond SOTA)

Engine: nx_atlas_discover proposes unproven capability pairs, promotes only after a plan run PROVES the combo. Today it is COUPLED to the common-task catalog: this session deployed nx_atlas_catseed (a new MCP seg-store catalog seeder, proven seeding 8 cross-domain organs rc=0) but the discoverer STILL read the fresh catalog as empty — its reader is bound to the commontask structure, not a generic store. That decisively confirms filed rung F225a = walk the full 16,580-node graph natively is the ONLY fix (data-widening is structurally blocked, proven not assumed).
Live lead (analyst-seeded): perceptual sovereign video recall = codec frame-embeddings (video, bit-exact) × hybrid rerank = content-addressable semantic video search no incumbent has. Bridges the video + recall lanes.
