nx_matter_intake chains the six organs into a single “open a new matter” workflow with all three compliance gates fired BEFORE any write (validate-then-commit): a conflict, an unknown docket rule, or missing client consent each aborts the whole intake with zero partial state — no half-open matter, no orphan retainer. This is the atlas recombination thesis in production: capabilities that were built independently compose into novel, higher-order workflows. • Tamper-evident by construction (content-addressed + SHA256 hash-chained; incumbents assert an audit trail, ours is mathematical). • Compliance enforced BY CONSTRUCTION: UETA consent, RPC 1.7/1.9 conflicts, RPC 1.15 no-overdraw + three-way reconciliation, URCP fail-closed deadlines (unknown rule never yields a silent wrong date). • Composable: independent organs recombine into whole workflows (intake) with gates enforced across the composition, not bolted on. • Utah regulatory sandbox: a sovereign software-delivered legal service can be an authorized delivery vehicle.
