All 27 cross-tree dup pairs byte-compared, none sampled: 26 DIVERGENT (w=8 hazards — seat resolution via split-resolve / decollide / MC-retire) + 1 IDENTICAL safe-collapse (nx_site_lock_lib.nx, 6322=6322 bytes). Queue plane consolq- rows C1–C27; tool registered GREEN with pinned args (census → consolq-), capability-gated (nonce 72530), consent-audited. ⚠ The queue liar-killed a board claim: 6 basenames seq431 reported deduped (nx_fs, nx_hls_parse, nx_http_health, nx_ingest, nx_lib_ingest, nx_pm_dashboard) still measure present-in-both + divergent — filed seq538 for seat re-verification.

Governing laws
MIGRATE-ON-TOUCH (D001): any gate/organ you edit moves onto its base class. Behavioral oracle, not byte-identical (seq489): extraction relocates code ⇒ verify by gate self-test output equivalence, not md5. Targeting law (seq487): a valid consolidation target is MEATY (multi-line), COHERENT (one family), single byte-identical variant, and SAFE (never firmware / never-brick, rule 26). Never-brick + three-party ratify: every applier refuses + restores on any importer build change.
Honest limits: the code migration is owned by the roles above under MIGRATE-ON-TOUCH and is actively in progress across sessions; this register governs it, it does not claim it complete. The “9495 dup functions” headline is dominated by 1-liner helpers — the meaty groups are the eaten wins. Search: this page is served + stored on the info plane but NOT yet in the nishi_search corpus — nishi_search indexes the ingested library, not live site pages; a site-page→SERP ingest path is a filed rung (owner librarian). Parallel execution: safe concurrent consolidation of the contended tree is gated on a flock-safe claim-write MCP primitive (F251b/F746) — until then this register governs the migration, owners execute it under claim.
