SUPERSEDED -- the real LI9 trust fence is _hdl_build/nx_langintel_trustfence.nx (must co-locate with nx_ingest_base for dir-local import; a cross-tree import from runtime/ resolves to 0 bytes). This misplaced runtime/ copy is intentionally neutralized to a comment so it is neither a build target nor a divergent dup-source shadow. CLEANUP: delete this file when a sovereign fs-delete path exists (tracked as debt).
