_dfl_enc_gate.nx -- self-validating gate for X-CDC-DEFLATE-ENC-001 (operator-sanctioned de-novel,
2026-06-14): round-trips the sovereign deflate encoder (nx_deflate_fixed) against our inflate
decoder, asserts bit-exact + ACTUAL compression (m<n), plus a neg-control (a 1-byte-tampered copy
of the decoded output is detected as != src -> the bit-exact comparison discriminates, no false-
green). On GREEN it appends a MACHINE-MATCHABLE verdict line to knowledge/status/deflate_enc.log so
nx_reconcile can evidence-flip the umbrella row (the flip stays organ-authored, not a hand-flip).
