EXCEED claim is LIAR-KILLED to BEHIND unless the organ actually opens on disk (gate-derived), and the only
EXCEEDs claimed are STRUCTURAL + MEASURABLE (sovereignty=0-deps, integer-determinism, free-data doctrine,
