nx_geo_geocode_gate.nx -- GATE for GEO-006 geocoding. Seeds a place gazetteer into the SOVEREIGN
STORE (knowledge/store/geo-*, off-tsv), reads it back, and proves:
FORWARD : "London" -> its coords; "tokyo" (lowercase) -> Tokyo (case-insensitive); "Atlantis" -> miss
REVERSE : NYC coords -> "New York" (index 0); a point near Tokyo -> Tokyo (reuses GEO-009 nearest)
Evidence -> knowledge/status/geo_geocode.log (GEOCODEGATE authored=organ ... verdict=GREEN).
