Proves the daemon can forward a raw POST body: an optional first line `tier|<guided|block|freeform>` selects
the capability tier (default/unknown -> block), the rest is that tier's input, and the result is always a
governed build through the sovereign engine. Positive + negative + graceful-fallback controls. Appends a
CMSGATE row to knowledge/status/cms_gate.log on all-pass. license_tier: ORIGINAL
